More information from Azure regarding the issue:
Service Issue NM_B-R80
Preliminary Root Cause: We determined that a code regression introduced during a recent deployment impacted multiple App Service instances within the region resulting in the service management failures.
Mitigation: We reverted the deployment to a previously known good build and rebooted the impacted instances which mitigated the issue.
Next steps: We will review deployment procedures to prevent future occurrences.
We can confirm that the performance issue is now resolved.
As per Azure Service Health, this incident is now mitigated. They've also informed that their engineers will continue to investigate to prevent future occurrences.

We are currently aware of an issue in the North Europe Region where customers can have increased loading times.
As we were informed by Azure, their recent deployment contained a code regression which has caused this issue. At the moment mitigation is being applied on Azure side, the deployment is being rolled back.
