For external users of Learn365 to have access to a course catalog via the invitation sent to them, Microsoft 365 global admin or SharePoint admin should configure the external sharing settings for the SharePoint environment on the organization level and on the level of a separate site, and ensure Azure Active Directory external collaboration is enabled. Configure external sharing for your SharePoint online environment at the organization (tenant) level
Microsoft 365 global admin or SharePoint admin can configure external sharing of the SharePoint online environment at the organization (tenant) level and for an individual site.

The next step is to enable the external sharing settings for a separate catalog site because, if external sharing is enabled only at the tenant level, the invited to a course catalog external users (guests) won't have access to it when following the link from the invitation.

Configure external sharing for an individual SharePoint site colletion (course catalog)
Before configuring the external sharing for an individual site, make sure that the external sharing is set at the organization (tenant) level. If external sharing is enabled only at the tenant level, the invited external users (guests) will still get the invitation to the course catalog but won't have access to it.

Advanced settings for external sharing
If users still encounter authorization problems when trying to reach the SharePoint site, you can try limiting sharing by domain.

NOTE
If you decide to disable external sharing for individual site later, the existing external users won't be able to access the content of the selected site. If you want to temporarily limit external user access, consider turning off external sharing from the tenant settings instead.
